Develop and advance the ability of the Maritime Administration to manage resources to accomplish measurable results;

Administer national shipping and boating issues and laws within Puntland territorial waters and for vessels flagged in Puntland (Under Somali Flag), or that fall under Puntland jurisdiction.

Develop and ensure enforcement of government policies for ships and boating, Marine safety in general, Seaworthiness, Safe construction and stability Policing Dangerous goods being carried, Navigation safety, Safe manning, Certificates of Competency/licenses for crew Health, safety and welfare of crew, Civil Search and Rescue Prevention and combating pollution and response.

Investigation and Reporting of Marine accidents

Contribute, Participate and Represents Puntland on IMO and other International Maritime Conventions.

Implementation of laws and regulations governing maritime transports.

Ensure general performance of the agencies and companies licensed in maritime transport sector.

To develop, coordinate and oversee matters related to maritime research and development.

Maintaining of emergency resource evaluation data; to formulate international and national plans for maritime emergency and mobilization activities; ensure full operation of the Maritime Administration’s communications centre.

Register, license and keep database of all marine going vessels in Puntland Waters (Oil tankers, cargo ships/dhows, fishing vessels, transport vessels, etc.)
